The primary difference between per-payroll-process fees and per-employee-per-month (PEPM) pricing is that the former charges you each time payroll is processed, while the latter charges a fixed monthly fee per employee, regardless of payroll frequency. Choosing the right model depends on your payroll processing needs and the size of your workforce.
The difference between per-payroll-process fees and per-employee-per-month fees relates to how the costs for services are structured and billed.
1. Per-payroll-process fees are charges that occur each time the payroll is processed, regardless of the number of employees. This fee structure means that every time you run payroll, you incur a fee. This method can be beneficial for businesses with a consistent number of payroll processes each month but can become costly if payroll is run frequently.
2. Per-employee-per-month (PEPM) fees, on the other hand, are charged based on the number of employees you have, and the fee is incurred monthly. This structure bills a set amount for each employee every month. For businesses with many employees, this can provide a predictable cost structure, making budgeting easier. It's especially beneficial for companies with a stable or slowly fluctuating number of employees, as it avoids the variability that comes with per-process fees.
Whirks service packages utilize a per-employee-per-month pricing model once a certain number of employees is exceeded. For example, the WHIRKS CORE package charges a flat monthly fee up to a specific number of employees, after which the pricing shifts to a per-employee-per-month rate. This approach combines the predictability of flat monthly fees for smaller companies with the scalability of PEPM pricing for larger businesses.
Per-Insured-Employee-Per-Month (PIEPM) is a pricing model commonly used under Whirks Benefit Services, where businesses are charged a monthly fee based on the number of employees who are enrolled in their benefits plans, such as health insurance. This model simplifies budgeting for employee benefits by providing a predictable cost that varies only with the number of insured employees, making it especially suitable for companies looking to manage their benefits expenses efficiently.
When signing up with us, there are a few one-time fees, which are initial charges meant to cover the setup, training, and implementation of Whirks' services, such as payroll, HR, and employee benefits systems. These fees are aimed at covering the upfront work required to integrate Whirks’ services with your existing systems, ensuring that everything operates smoothly from the start. The exact nature and amount of these fees can vary depending on the complexity of your business needs and the specific services you're signing up for. This straightforward, one-time investment helps lay the foundation for a long-term partnership aimed at streamlining your human capital management processes.
Understanding the costs associated with Affordable Care Act (ACA) filings is crucial for business owners managing their compliance requirements. At Whirks, we believe in transparency and making sure you know exactly what to expect when it comes to fees.
For ACA filings, our pricing is as follows:
- Form 1094: $150 per form
- Form 1095: $7.95 per form, per Employer Identification Number (EIN)
These rates ensure that you can manage your ACA compliance efficiently without any hidden costs. Our team at Whirks is dedicated to providing personalized services that cater to your unique business needs, helping you navigate the complexities of payroll and compliance with ease.
The year-end administration costs for W-2 filings at Whirks include a $75 annual filing fee per legal entity and $7 per W2 issued. For a company with 25 employees who issued 25 W2s, the year-end cost would be $250.
For businesses with multiple legal entities, the pricing model at Whirks applies to each entity separately. Each of your entities would be treated as individual clients for the purpose of billing. This means that each entity will have its own monthly processing fee, one-time implementation fee, and year-end administration costs, based on the service package selected for each entity.
For example, if you choose the Whirks Core package for all your entities, each one would incur a $125 monthly fee until you have more than 13 employees, at which point the fee would change to $10.25 per employee per month. Similarly, the one-time implementation fee, which is 15% of your annual cost, and year-end administration costs would apply separately to each entity.
It's important to plan and select the appropriate service package for each legal entity based on their individual needs and employee count to ensure that you are getting the most value from Whirks services for each part of your business.

The pricing structure at Whirks is designed to accommodate the diverse needs and sizes of businesses that they serve. Some services are charged on a per-employee-per-month (PEPM) basis, while others have a flat monthly fee. This variation in pricing models allows businesses to choose services that best match their operational scale and budgetary constraints.
Services charged on a PEPM basis, like the monthly processing fee for the Core, People, and Whirks packages, change depending on the number of employees. This approach is particularly suitable for businesses whose needs and costs will naturally scale with their workforce size. For example, services like Time & Attendance, ACA Compliance, Learn & Grow, and Pay-as-you-go Workers’ Compensation are charged per employee because the utility and cost of these services directly correlate with the number of employees using them.
On the other hand, some services have a flat monthly fee, such as the Attract & Hire add-on starting at $150/monthly. These services provide a consistent value or functionality that does not inherently change with the number of employees. This makes it easier for businesses to predict costs for these services, as they remain the same regardless of the number of employees.
By offering both pricing models, Whirks aims to provide flexibility, allowing businesses to efficiently budget for the services they need without paying extra for those they don't. This a la carte approach helps businesses of all sizes tailor the service packages to their specific needs, ensuring they only pay for what is truly valuable to their operations.
Pay-as-you-go insurance is an effective cash flow tool for employers. When Whirks is the broker of record for your workers’ compensation policy, they pay your premiums on every pay period and handle your workers’ compensation audit for you at year-end. This approach eliminates the need to pay a 25% down payment on your policy and true it up at the end of the policy period. This means workers’ comp premiums are billed on a per-pay-period basis, aligning the premium payments more closely with your actual payroll, rather than requiring large upfront payments or adjustments at the end of the policy term.
Health insurance premiums are typically billed in one of two ways for clients of Whirks depending on your arrangement with your health insurance carrier and, if applicable, through your partnership with Whirks. Here's a brief overview:
1. Direct Billing: The insurance company sends the premium bills directly to you (the employer), and you are responsible for paying the bill in full directly to the carrier.
2. List Billing: The insurance carrier sends a monthly bill to your business that lists each enrolled employee and their premium cost. You then collect the portion of the premiums owed by the employees through payroll deductions before paying the insurance company.
At Whirks, we assist our clients in managing their health insurance, streamlining the billing and payment process. We can help ensure that premiums are calculated correctly and that employee deductions are managed efficiently through your payroll system. This approach helps to mitigate billing errors and simplifies the administrative process for your business.
We understand the unique challenges faced by growing businesses. At Whirks, we believe in simplifying people complexities and helping you and your business get one step better every day.
